Why doesn't the government take the rich people's extra money and use it for their health care plan?
There aren't that many rich people who have true wealth. Most of today's wealth is on a spreadsheet. That is why this country's billionaires lost some 300 million dollars during the last year. Where did the money go? Did they even have it to begin with? Could they have withdrawn and counted the money in its physical form?
There just aren't that many "rich" people in the US. It is not their responsibility to carry the load, anymore than it is fair to put the total load on the poor's bad habits to middle class workers just because that's the majority of America's workers.
