(C) Clearing land increases sheet-flow. The water runs off before it can soak into the ground (and thus can't be retained, if it isn't there).
The others...
(A) As in measuring, not cutting. They measure the topography very accurately, and tell you where to bring in the shovels and backhoes to do the actual contouring.
(B) Plastic and tile are impermeable (or very close), thus reducing seepage.
(D) Dams hold back water. Pretty simple.
(E) Drip irrigation delivers the appropriate amount of water directly where it is needed. Center pivots and any other systems that spray it up into the air only deliver about 1% of their total water expenditure to the plant roots. It's a massive waste.
